Quarter the shallot and chili, and place all ingredients in a food processor
Pulse until well combined but still slightly chunky
Taste and adjust salt, oil and vinegar as needed
Let sit for 1 hour before serving and re-taste to ensure balanced
Notes
If you are making by hand, finely chop herbs, shallot and garlic and then whisk together with oil and vinegar. Add salt and taste to adjust seasoning.If you don't like spice or only want a little spice you can omit the pepper all together or only use a portion of it. If you don't have a fresh chili pepper, you can use red pepper flakes.
